Police in South Wales detained an 18-year-old on Monday for a fatal collision. Officers say a car hit a rider on a local street near Newport. The victim died at the scene. The driver left the car close by, returned, and then fled. A man in the car ended up in hospital with injuries. Cops also took another suspect into custody in connection with a caravan death. They cut him loose but set strict conditions. He must stay home and check in each week.
