The Scottish Parliament should adopt a recall system, a cross-party committee recommended, although significant issues remain with the current approach.
Currently, there is no mechanism in place to remove Members of the Scottish Parliament (MSPs) once elected. Reform MSP Graham Simpson has introduced a member's bill aiming to create a process allowing an MSP to lose their seat if a recall petition succeeds.
The Standards, Procedures and Public Appointments Committee, responsible for examining the Scottish Parliament (Recall and Removal of Members) Bill, has endorsed its general principles during the first stage of the legislative process.
However, the committee identified several challenges, including:
“There are fundamental issues that would need to be addressed in the bill,” the committee stated.
Ian Dagnall, writing in Scotland's fortnightly political and current affairs magazine, emphasized the absence of any current process to remove MSPs.
The call for a recall mechanism reflects a move towards greater accountability in Scottish politics, despite the hurdles that need resolution before effective implementation.
“There is currently no process in place to remove MSPs,” noted Ian Dagnall.
