Previously, on October 3, a vacation court had dismissed Anand's anticipatory bail plea, citing his role in the alleged offences and the preliminary stage of the investigation.
The prosecution's case is that the belated arrival of the leader caused the crowd to increase, resulting in a tragic stampede.
